I. Общие положения
1. Фестиваль национальных культур (далее — Фестиваль) проводится в рамках Дня толерантности с целью формирования толерантного отношения к взглядам, убеждениям, духовным и эстетическим ценностям людей других национальностей, популяризации национальных культур среди молодежи и другого населения города.
2. Учредитель фестиваля:
Управление культуры администрации города Кирова, МКУ «ЦБС» г. Кирова, управление по делам молодежи Кировской области.
3. Организаторы фестиваля:
Управление по делам молодежи Кировской области, Библиотека № 3 «Маяк» Центр национальных культур. Партнеры: национальные объединения города Кирова и Кировской области.
4. Цели фестиваля: сохранение и развитие национального многообразия, укрепление в молодежной среде и обществе в целом толерантного отношения к разнообразию национальных культур и их носителям -представителям разных национальностей, создание условий для культурного обмена и национального взаимодействия
II. Организация, проведение, условия участия в Фестивале
1. Участниками фестиваля могут стать
— представители национальных объединений, культурных национальных центров, общественных объединений и организаций народностей Кировской области,
— семейные коллективы,
— творческие объединения учреждений культуры и образования,
— частные лица.
2. Общее руководство Фестивалем осуществляет организационный комитет, который формируется из представителей учреждений организаторов фестиваля, национальных объединений и общественных организаций народностей Кировской области.
3. Фестиваль национальных культур проводится 19 ноября 2011 года на базе КОГКУ «Областной дворец молодежи» (г. Киров, ул. Красноармейская, 19).
4.Содержание программы Фестиваля:
4.1. Выставка-презентация национальных объединений и центров.
— время проведения с 13.00 до 14.00 и с 15.30 до 16.30 часов;
4.2. Концертная программа
— время проведения с 14.00 по 15.30 часов;
4.3. Мастер-классы «Национальные промыслы и ремесла»
— время проведения с 13.00 до 14.00 и с 15.30 до 16.30 часов;; 4.4 Площадки национальных игр
— время проведения с 13.00 до 14.00 и с 15.30 до 16.30 часов.
5.Условия участия в Фестивале
5.1. Участие в Фестивале бесплатное (как для зрителей, так и для участников выставки, мастер-классов, площадок национальных игр, концертной программы).
5.2. Для участия в программных мероприятиях Фестиваля необходимо до II ноября 2011 подать заявку (форма заявки прилагается) по телефонам (8332)54-17-34, факс (8332) 64-89-51 (с пометкой для ЦНК) или
отправить электронной почтой: filialmayak@list.ru.
5.2.1.Для участия в выставке-презентации необходимо:
— Оформить выставку по одному или нескольким разделам: национальный костюм, национальное декоративно-прикладное творчество, быт и обычаи народа, деятельность национальных центров/организаций.
— Экспонаты декоративно-прикладного творчества, представленные на выставке: должны быть продуктом ручного творчества (не промышленное производство) и воплощать в себе традиции национального искусства.
5.2.2. Для проведения мастер-классов предоставить список материалов, необходимых для его проведения из расчета на 10 обучающихся.
5.2.3. Организаторы площадки национальных игр сами обеспечивают реквизит для ее проведения.
5.2.4. Для участия в концертной программе об использовании аудиозаписи, видеозаписи и др. предупреждать заранее. Материалы, необходимые для выступления, предоставляются на носителях — CD-диск, DVD-диск, флэш-карта.
5.3. Оргкомитет оставляет за собой право не допустить к участию номера с недостаточным этическим и эстетическим уровнем исполнения, а так же не соответствующие формату Фестиваля.
6. Поощрение участников
Участники фестиваля поощряются дипломами и подарками.
